Based on what Fred Hicks is saying on twitter, it uses a modified version of the Cortex rules (Serenity, BSG).

Pretty cool. I'd play. Kind of like spycraft without the military flavor.

Yeah, I think this could make for a fun one shot. I've been thinking about it, and the Cortex system could be awesome for a caper-style espionage game. We had a blast running my Serenity casino robbery game, in large part because the plot points let players pull off those sort of "how we did it" cut scenes like you see in Leverage. You know the ones -- it looks like all is lost for the crew, and then suddenly an explosion goes off in the distance, marbles rain from the sealing and a bad guy is revealed to have no bullets in his gun, all because of steps the crew took leading up to the climatic encounter.

Plot points would be great for that sort of thing, and I can easily see spinning the Cortex system out to support higher octane Mission Impossible/A Team type adventures.
