Penetration - this is a power extra that allows you to ignore impervious. I think you can take this extra for only some of your ranks. For example, 10 ranks of blast, 5 of which are penetrating - reduces impervious ranks by 5.
Nullify - Allows you to counter a power (as long as it makes sense. Mental control powers along with nullify wouldn't necessarily counter evil robot).

Seems like these are the powers that costumed adventurer would need to have to be really effective against invulnerable opponents. How would he do against someone who wasn't protected?

Against a non-protected character, Costumed Adventurer was great! +5 damage for the boomerangs means a Toughness save of DC 20. The speedster only had a toughness save or +2 or +3, I think. So it was pretty easy to hit him and Nate rolled poorly on his save and missed by 15, instant KO.
