Down Time: Scribing Scrolls and Crafting

For re-doing my paladin to a cleric/paladin, I thought of adding a feat for scribing scrolls. I know it takes time to scribe a scroll and my question is:
1. Does the party receive down-time between adventures to actually do this type of work, etc.?
2. How common would scribing scrolls be in the Greyhawk world?
3. Are materials available in each of the separate settings to do this?

I think scribing scrolls is fairly common, but given the somewhat more rare nature of magic in the setting, not something you can go to the corner shop for. Many of my characters have it. As for downtime, that all depends. It seems like the "operational tempo" of a group of characters is pretty high for a while, but then drops off. Usually we've been using this downtime to make magic items and the like...

George, sorry I never responded to this. There will be plenty of time & materials available for you to scribe scrolls in this campaign, and the extra magical resources will be very useful.
